Royal Icing

4-1/2 cups sifted powdered sugar
1/3 cup warm water
3 tablespoons meringue powder
1/2 teaspoon cream of tartar

In a large mixing bowl, combine 4-1/2 cups sifted powdered sugar, 1/3 cup warm water, 3 tablespoons meringue powder, and 1/2 teaspoon cream of tartar. Beat with an electric mixer on low speed until combined; scrape sides of bowl. Beat on high speed for 7 to 10 minutes or until stiff (icing will begin to lose shine). Use at once. While decorating, keep remaining icing covered with plastic wrap to prevent it from drying out. Makes 2-1/2 cups.
